Bank ranking: reporting figures and grading by criteria

Moldovan banks, with rare exceptions, do not have international credit ratings (Fitch, Moody’s, S&P) — they have to be compared based on their reporting to the National Bank and on how they behave with clients. Below are both: first the verifiable figures, then our grading according to practical criteria. The latter is an expert assessment based on client support experience, not an agency rating, and we make that distinction explicitly.

Figures: market share and profit for the first half of 2026

BankMarket share by assetsH1 2026 profit, million leiCompared to last yearOwnership
maib≈ 36% — first placemore than 1 000+26%consortium of EBRD, Invalda INVL, Horizon Capital

EuroCreditBank≈ 1%0,1−96%private shareholders

The entire sector earned about 2.36 billion lei in the half-year (+15% vs 2025) with assets of around 175–180 billion lei, while maib and Moldindconbank generate about 73% of the system’s total profit. This is the main takeaway from the figures: the market is highly concentrated, and the gap between the top three and the rest is tens of times. It is also worth looking at the dynamics separately: growth at ProCredit (+60%) and ENERGBANK (+86%) points to gaining momentum, while the decline at EXIMBANK (−72%) and EuroCreditBank (−96%) points to shrinking business, even if the banks themselves remain sound.

Grading: how we assess banks for a business client

We evaluate according to five criteria, each on a three-point scale (A — strong, B — acceptable, C — weak point):

  1. Scale and sustainability — market share, profit and its dynamics according to the reports above.
  2. Network — nationwide coverage, branch accessibility outside Chisinau.
  3. Remote servicing — quality of internet banking for legal entities, acting by power of attorney, ability to resolve issues without visits.
  4. Treatment of non-residents — how predictably the bank opens an account for a company with foreign founders and how quickly compliance is completed.
  5. Foreign economic operations — foreign currency payments, SEPA, support for export-import transactions and trade finance.

How to use this. An “A” rating does not mean “best for everyone” — it means that the bank confidently covers most standard business tasks. If you need a nationwide network and a full range of services, the choice is between maib, Moldindconbank and Victoriabank. If the business is managed from abroad and compliance predictability is important — OTP Bank and ProCredit Bank. If the key need is settlements with European counterparties, add EXIMBANK (Intesa Sanpaolo group) to the list. Banks with a “C” result are not “bad”: they are small, and it makes sense to work with them for a specific task, after clarifying limits and tariffs in advance.

Among external recognitions: maib was named by Euromoney magazine the best bank in Moldova and the best retail bank for 2026 results; maib, Moldindconbank and Victoriabank are among the 200 largest banks in the CIS. Profit and asset data are from the banks’ reports to the National Bank of Moldova for the first half of 2026; market shares are based on the latest published estimates and change from quarter to quarter.

Bank branches: where to find a truly up-to-date list

Complete address lists of branches and agencies change monthly: offices are opened, relocated, and closed. Therefore, we do not publish a “frozen” list of hundreds of addresses that will become outdated within a quarter; instead, we provide direct links to the banks’ official maps and lists — where the bank itself updates the data:

If you need a paper list of branches with addresses and working hours for a specific transaction, we will prepare a selection by the required banks and cities for your task.

How the Moldovan IBAN is structured

A common confusion: the IBAN belongs not to the bank, but to a specific account. The bank has a SWIFT/BIC and a two-character identifier that is embedded in the IBAN of each of its clients. The Moldovan IBAN is exactly 24 characters:

PartLengthWhat it means
MD2 lettersCountry code — Republic of Moldova
242 digitsCheck number (validation according to the ISO 13616 standard)
AG2 charactersBank identifier assigned by the National Bank (see the table above)
00 0225 1000 1310 416818 charactersCustomer account identifier within the bank

Example from the official IBAN registry: MD24 AG00 0225 1000 1310 4168 — an account with maib. It is written without spaces, in capital letters only. Before making a payment, you can check the correctness of someone else’s IBAN using the tools of the National Bank of Moldova — this is cheaper than tracing a transfer that went “nowhere”.

For an incoming payment from abroad, three things are usually enough: the recipient’s IBAN, the bank’s SWIFT/BIC and the exact company name as in the register extract. A correspondent bank is not always needed — get its details from your bank; they differ by currency.

SEPA: euro transfers under EU rules already work

This is the main change for foreign economic activity in recent years. Moldova was admitted to the Single Euro Payments Area on 6 March 2025, and from 6 October 2025 it has been operationally connected: euro transfers between a Moldovan account and accounts in the EU go under the same rules and tariffs as within the European Union.

According to National Bank data for the first ten months of operation: about 8 out of 10 euro transactions already go through SEPA, the volume of payments grew from 9.3 to 14.6 billion euros, and businesses and citizens saved around 13.2 million euros in fees. A transfer that previously cost from 20 to 150 euros now costs around one euro.

Practical takeaways for a company: keeping a euro account in Moldova has become noticeably cheaper than paying for SWIFT transfers; however, the specific tariffs, crediting times, and available schemes differ from bank to bank — clarify before choosing a bank, not after. The requisites for a SEPA transfer are the same IBAN and BIC.

Money guarantee: 200,000 lei, including legal entities

The Deposit Guarantee Fund in the banking system covers funds in national and foreign currency, residents and non-residents, individuals and legal entities. From January 1, 2025, the maximum payout amount per depositor is 200,000 lei regardless of the number of accounts and currency. The threshold is being gradually raised toward the European level.

For businesses, this means a simple thing: balances above this amount are a matter of the reliability of the specific bank, not of the state guarantee. Therefore, large turnovers are usually spread across two banks — an operating bank and a reserve bank.

How to open a company account in Moldova: procedure and timelines

  • Temporary account for share capital is opened before company registration — processing takes from half an hour to an hour.
  • Permanent accounts are opened just as quickly, but are not activated immediately: the bank reports the information to the State Tax Service, and account operations become possible after its confirmation (Art. 167 of the Tax Code). This usually takes 2–5 working days.
  • One signature. To make payments, the signature of the account administrator is sufficient; an accountant does not have to be indicated on the card, especially if accounting is handled by an accounting firm.
  • Acting by power of attorney. The account signatory may act through a representative — this is what makes it possible to handle matters remotely. We draft the text of the power of attorney to meet the bank’s requirements ourselves, see power of attorney for opening a company abroad.
  • What the bank will ask for: articles of association and an extract from the State Register, a resolution on the appointment of the administrator, identity documents of the signatories, beneficial owner information, a description of the activity and planned turnover, and in case of foreign participation — legalized and translated corporate documents.

If the company doesn’t exist yet — start with registration: SRL (LLC) registration in Moldova, name reservation, legal address. For a non-profit structure the procedure is different — see registration of a fund (foundation) with opening an account.

Foreign founder and non-resident: where they usually stumble

The bank opens an account not “by passport” but based on due diligence: origin of funds, ownership structure, real activity. For a company with foreign participation, this means a package prepared in advance — otherwise the process turns into weeks of correspondence.

  • Corporate documents of a foreign participant — with apostille or consular legalization, depending on the country, and with certified translation.
  • For CIS countries connected with Moldova by legal assistance treaties (Minsk Convention), an apostille is most often not needed — a notarized translation is sufficient.
  • A written description of the business, counterparties and expected turnover: this is the document whose absence delays account opening the most.
  • The bank usually requires one personal visit from the administrator — we clarify the specific bank’s conditions in advance and combine all actions into one day.

How many banks operate in Moldova in 2026?

Ten licensed banks: maib, Moldindconbank, Victoriabank, OTP Bank, ProCredit Bank, FinComBank, EXIMBANK, ENERGBANK, COMERŢBANK and EuroCreditBank. The current list is maintained by the National Bank of Moldova; there are currently no branches of foreign banks in the country.

Does a bank have its own IBAN?

No. An IBAN is the number of a specific client’s specific account. A bank has a SWIFT/BIC and a two-character identifier (AG, ML, VI, MO, etc.) that is part of each of its clients’ IBANs. If you are asked for a “bank’s IBAN,” what is actually needed is either the IBAN of your account or the bank’s SWIFT.

What does a Moldovan IBAN look like and how can it be checked?

24 characters: MD + two check digits + a two-character bank code + 18 account characters, for example MD24 AG00 0225 1000 1310 4168. Correctness is verified by the check number — use the National Bank of Moldova tool or check in your online bank before sending the payment.

What SWIFT code do Moldovan banks have?

maib — AGRNMD2X, Moldindconbank — MOLDMD2X, Victoriabank — VICBMD2X, OTP Bank — MOBBMD22, ProCredit Bank — PRCBMD22, FinComBank — FTMDMD2X, EXIMBANK — EXMMMD22, ENERGBANK — ENEGMD22, COMERŢBANK — CMTBMD2X, EuroCreditBank — ECBMMD2X. The eight-character code indicates the head office; if the counterparty requires eleven characters, XXX is added.

Can a company account be opened remotely without coming to Moldova?

We handle company registration and preparation of all documents by power of attorney. For the actual opening of the account, the bank generally requests a one-time personal appearance of the account manager. Further work is done via internet banking and a representative by power of attorney. Conditions differ from bank to bank, so we agree on the bank in advance.

Why is the account open, but payments are not going through?

Because the account is activated after confirmation by the State Tax Service — the bank is required to transmit information about the opened account, and until confirmation transactions are impossible. This usually takes 2–5 business days. This is a normal procedure, not a bank problem or an error in the documents.

Does SEPA work for a Moldovan account?

Yes, from October 6, 2025. Euro transfers between Moldova and the EU follow the rules of the Single Euro Payments Area: faster and several times cheaper than SWIFT. The available schemes, tariffs and crediting times depend on the specific bank — check when opening the account.

Are funds of legal entities in accounts guaranteed?

Yes. The Deposit Guarantee Fund covers funds of individuals and legal entities, residents and non-residents, in any currency — up to 200,000 lei per depositor in one bank (from January 1, 2025). Amounts above the limit are not covered by the state guarantee.

Which bank should you choose for business in Moldova?

It depends on the task. If you need a nationwide network and a full range of services — maib or Moldindconbank. Remote operations and a clear approach to non-residents — in our experience, OTP Bank. European counterparties and SME lending — ProCredit Bank or EXIMBANK. Romanian vector — Victoriabank. Small business with non-standard situations — FinComBank or ENERGBANK. We select a bank based on the ownership structure and planned turnover before submitting documents.

Do I need to notify the tax office about opening an account?

To the company itself — no: the bank transmits the information, and it is at this stage that the account receives confirmation. A separate procedure is needed for accounts opened abroad — they have their own reporting rules, and these should be clarified before opening.

Can a non-resident individual open an account?

Yes, banks open accounts for non-residents, but with enhanced verification: proof of identity, source of funds, purpose of opening the account, sometimes documents showing connection with Moldova (residence permit, real estate, business). We select the package and bank for the specific situation.
