Very often our clients confuse the concepts: “document legalization”, “document recognition” and “nostrification”. Let us sort out what each of them means — and why something completely different applies to Pridnestrovian documents from what we are usually asked for.
A common mistake
People from the Pridnestrovian region often call the replacement of their documents with Moldovan ones a legalization procedure. This is a mistake. Legalization is the confirmation of a document’s authenticity by authorised bodies of two states: the country where the document was issued and the country where it is to be presented.
Hence two corollaries that must be accepted before starting any actions:
- Pridnestrovie as a state does not exist — it has not been recognized by any state in the world. Therefore, there is no party that could participate in legalization.
- Pridnestrovian documents do not give the right to use them outside the region. Outside its borders, these are not documents, but papers without legal force.
What’s the solution? Do not mislead yourself or others: this is not legalization, but a complete replacement of Pridnestrovian documents with documents of the Republic of Moldova. And only the obtained Moldovan document can then be apostilled or legalized for any country. By the way, Pridnestrovian documents, except for the passport, are returned to you.
Four different concepts that are constantly mixed up

Why a Pridnestrovian document cannot be apostilled or legalized
The reason is technical, not political. Both apostille and consular legalization confirm not the content of the document, but the authenticity of the signature and seal of the official entered in the official specimens. Such specimens are maintained by the state. The signatures and seals of the bodies of an unrecognized entity are not listed in any state register of specimens — therefore, there is nothing to confirm, and no competent authority physically can affix the stamp.
This also implies what is usually not explained in translation bureaus on the left bank: a translation of a Pridnestrovian document does not make it valid for use abroad. The translated paper remains a paper without legal force, and notarization of such a translation does not turn it into an official document. Important clarification that resolves half the questions: Moldovan authorities do not certify Pridnestrovian documents, but accept them as a basis for issuing their own. That is why the path is always the same — first obtain a Moldovan document.
What is done instead of “legalization” — by type of document
Civil status acts
Certificates of birth, marriage, divorce, death, change of name. Based on the records and the Pridnestrovian certificates you hold, a Moldovan certificate of the state standard is issued, with which you can then do anything: apostille, legalization, submission to the consulate, citizenship. A Pridnestrovian certificate means nothing outside the region, and obtaining it for abroad is wasted time and money. You need a Moldovan criminal record certificate: it is issued based on your data and is accepted wherever required — with an apostille or consular stamp depending on the country.
Diplomas and certificates
The most complicated case, and a simple replacement won’t work here: education documents undergo recognition, which hinges on differences in curricula and often requires passing additional exams for the missing disciplines. For businesses, there is its own scheme — up to the temporary registration of Pridnestrovian enterprises in the legal framework of Moldova. Pridnestrovian statutory documents, extracts and certificates outside the region do not work, just like personal ones.

Driver’s licenses, employment history documents, medical certificates, real estate documents — each has its own procedure, and there is no universal answer here. Common Mistakes and What They Cost
- Order a translation from a Pridnestrovian bureau “for abroad”. Such a translation cannot be apostilled or legalized. Money is wasted, the document is unusable.
- Request an apostille on a Pridnestrovian form. Refusal is guaranteed — there is nothing to stamp.

- Photographs of all documents that need to be “legalized” — all pages and reverse sides.
- For which country and for what purpose they are required (visa, work, study, citizenship, court, marriage).
- The receiving party’s requirement, if you have it — the wording often determines the whole procedure.
- Whether you have a Moldovan passport or identity card.
- Deadlines by which the documents must be ready.
Frequently Asked Questions
Is it possible to legalize a Pridnestrovian document without changing it?
No. Neither an apostille nor consular legalization is applicable to it: there is no one and no specimen to verify the authenticity of the signature and seal of an unrecognized formation’s authority. The only working way is to obtain a Moldovan document and then have it certified for the required country.
Will my Pridnestrovian documents be returned?
Yes, everything except the PMR passport — it is confiscated. The remaining certificates and references submitted as grounds are returned. Before submitting, be sure to save scans of all documents.
Will a notarized translation of a Pridnestrovian document help?
No. Translation and its certification do not add legal force to a document: the certification attests to the conformity of the translation with the text, not the status of the document itself. The document will still not be accepted abroad.
Do I need to come in person?
In most cases, no: we work under a power of attorney. Personal presence is required only where the law directly provides for it – for example, in the case of examinations during the diploma recognition procedure. Everything else is done remotely, and the completed documents are sent by courier.
How long does it take to replace documents?
It depends on the type of document and whether you have all the grounds on hand. Civil-status certificates with a full set are processed quickly, apostille adds a little to the timeframe. The longest cases are those where archival enquiries or diploma recognition are needed. We give the exact timeframe after reviewing the documents, not “on average”.
And what if a Pridnestrovian document is lost?
This is solvable: in most cases the record is preserved, and the Moldovan document is issued based on archival data. The difficulty depends on the year and on where the record was located — therefore we assess such cases individually.
