In 2026 the rules for obtaining citizenship of the Republic of Moldova have become noticeably stricter. The legislation has moved away from simplified schemes and now emphasizes integration into society, knowledge of the Romanian language and national security. Applying through intermediaries by power of attorney is no longer possible — the applicant must be present in person.

  • Ion — the grandfather. Born and has lived his whole life in Moldova, a citizen of the RM. The main “anchor” for the rest.
  • Anna — his daughter. Born in Chisinau, moved to Russia in the early 1980s, now a Russian citizen.
  • Maxim — Anna’s son (Ion’s grandson). Born in Russia, of legal age, has never been to Moldova.

Path 1. Right by birth — Anna’s case

Anna was born on the territory of the modern Republic of Moldova. The fact that she left as a child and became a citizen of another country does not deprive her of her historical right. Under the new legislation she is fully entitled to citizenship through recognition.

What awaits her. The new rules require her to prove her readiness to become part of society. Anna will have to come to Moldova in person (or apply at a consulate) and pass a mandatory exam on the Romanian language (basic conversational level) and the provisions of the Constitution. She does not need to renounce her current citizenship — Moldova allows multiple citizenship.

Documents. Besides passports, the key document is her birth certificate. Since Anna changed her surname several times through marriage, she will need a perfect chain of marriage and divorce certificates. Documents from Russia do not require an apostille under the Minsk Convention — an authorized notarized translation into Romanian is enough. A criminal record certificate and a detailed autobiography listing all places of work are also required.

Path 2. Right by descent — Maxim’s case

Maxim was born outside Moldova and has never been there. But he has a direct blood relative born in the republic — his grandfather Ion (as well as his mother Anna). This gives Maxim the right to citizenship by descent (also through the recognition procedure).

What awaits him. Maxim is of legal age, so the same strict requirements apply to him as to his mother: language, exams, in-person application. The law makes no concessions for students or young people.

The hidden nuance — security. In his autobiography Maxim must describe in detail his relationship to military service in his country of current citizenship. The security services carefully check young men for service in foreign armed forces. Concealing this information is guaranteed to lead to a refusal.

Path 3. Naturalization through marriage — Timur’s case

Timur has neither territorial nor blood ties to Moldova. His only path is naturalization based on marriage to a Moldovan citizen.

What awaits him. Right now Timur cannot claim a passport. The law requires the marriage to a Moldovan citizen to last at least 3 years, and during those 3 years the spouse must legally and continuously reside in Moldova with a residence permit. The plan: wait until Anna gets her passport → move to Moldova → obtain a residence permit through family reunification → live there for 3 years → prove legal income → learn the language → submit the application.

Path 4. General naturalization — Elena and Vladimir’s case

The situation of the older generation is the most complex. Elena has long been divorced from Ion — the right to citizenship through marriage is lost. Neither she nor Vladimir has blood ties to the republic. For them only naturalization on general grounds is available: a residence permit and continuous residence in Moldova for at least 10 years with official income.

The only relief is for Elena. If her daughter Anna becomes a citizen and moves to Moldova, Elena will be able to obtain a residence permit through reunification with her daughter. In that case the residence requirement is reduced to 3 years of living together with a child who is a citizen. She will still have to pass the language exam (except in the case of severe medical contraindications confirmed by a commission). Stepfather Vladimir faces the standard 10-year path in any case.
