Unfortunately, when enrolling in universities in Transnistria, the heads of educational institutions on the left bank of the Dniester do not warn applicants that Transnistrian diplomas are not recognized anywhere.<\/p>\n<p>The procedure for recognizing and legalizing Transnistrian diplomas comes as a real surprise for many graduates of the PMR. It turns out that this diploma can only be used in Transnistria. It will not be accepted abroad. The most unfortunate part is the legalization procedure itself. Moldova does not accept diplomas from PMR universities for legalization without additional exams. The fact is that the training programs in the PMR and Moldova differ significantly. Be prepared to retake exams in Moldova. Although many of our clients pass the exams without problems, the first reaction is disappointment. And if deadlines are tight&#8230;<\/p>\n<p>What we offer. Shevchenko (TSU) is a process that always requires individual review by the Ministry of Education and Research of the Republic of Moldova. Due to the unresolved status of Transnistria and the lack of accreditation of TSU in the Moldovan education system, no specialty is recognized automatically.<\/p>\n\n\n\n<p>However, categories of specialties can be identified whose recognition may encounter greater or lesser difficulties.<\/p>\n\n\n<p><strong>Specialties that are typically VERY DIFFICULT to have recognized or require significant re-certification\/additional training:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Jurisprudence (Law):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> The legal systems of Moldova and Transnistria are different. A law degree from PSU is based on the legislation and legal practice of Transnistria, which are not recognized in Moldova. To work in a legal specialty in Moldova, an in-depth study of Moldovan legislation and, most likely, complete retraining or obtaining a Moldovan legal education will be required.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Medicine (General Medicine, Dentistry, Pharmacy):<\/strong>\n<ul class=\"wp-block-list\"><li><strong>Reason:<\/strong> These are strictly regulated professions with high requirements for training standards, clinical practice, and responsibility for public health. Moldovan authorities carefully verify the compliance of curricula, practice bases, and certification systems. Questions may arise regarding the accreditation of PSU clinical bases according to Moldovan standards. Often, it is necessary to pass differences in curricula and qualification exams. (As discussed earlier).<\/li>\n<\/ul>\n<\/li>\n\n\n<li><strong>State and Municipal Administration:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> This specialty is closely tied to the structure, legislation, and management principles of a specific state. PSU programs in this field will be oriented toward the Transnistrian system, making them of limited direct applicability in Moldova.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Pedagogical Specialties (especially those related to the humanities):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> Teachers must know and teach in accordance with the state educational standards and curricula of Moldova. This is especially critical for subjects such as history, Romanian language and literature, and civic education. Exams on knowledge of Moldovan programs and methodologies may be required.<\/li>\n<\/ul>\n<\/li>\n\n\n<li><strong>Military and security-related specialties:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> Due to the political context and the specific nature of these fields, recognition of such diplomas is practically excluded.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p><strong>Specialties for which recognition may be RELATIVELY EASIER (but still requires an official procedure and is not guaranteed):<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Fundamental natural sciences (Mathematics, Physics, Chemistry, Biology \u2013 non-medical fields):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> The core concepts and theories in these sciences are largely universal. The evaluation will focus on comparing curricula, number of hours, and credits.<\/li>\n<\/ul>\n<\/li>\n\n\n<li><strong>Some engineering specialties (especially general technical fields):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> Basic engineering principles are also international in nature. However, to obtain the right to practice as an engineer in Moldova, additional confirmation of qualifications or compliance with national standards and regulations may be required.<\/li>\n<\/ul>\n<\/li>\n\n\n<li><strong>Information Technology (IT) and Computer Science:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> IT skills are often more international and can be validated practically. Academic recognition will still be based on curriculum comparison, but prospects may be better.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Economic specialties (general fields such as &#8220;Economics&#8221;, &#8220;Management&#8221; \u2013 without narrow specialization in Transnistrian legislation):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> Basic economic theories and management principles are similar in many countries. However, if the program is heavily oriented toward the economic model and legislation of Transnistria, this will complicate recognition.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Agricultural sciences (general agronomy, animal science):<\/strong>\n<ul class=\"wp-block-list\"><li><strong>Reason:<\/strong> The fundamentals of agricultural sciences are fairly universal, although local practices and regulations will differ.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Some humanities (Philosophy, certain branches of Philology \u2013 if not heavily tied to a specific national-cultural context that diverges from the Moldovan one):<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Reason:<\/strong> Fundamental knowledge in these fields may be comparable. However, specialties like &#8220;History&#8221; may undergo more thorough scrutiny to ensure alignment with the interpretations and emphases accepted in Moldovan historiography.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<p><strong>Key points:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>&#8220;Simpler&#8221; is relative:<\/strong> Even for these specialties, the recognition procedure at the Ministry of Education of Moldova is mandatory and may require time and the submission of detailed documentation (curricula, course programs).<\/li>\n\n\n\n<li><strong>The decision is made individually:<\/strong> Each case is reviewed separately.<\/li>\n\n\n<li><strong>Focus on Academic Recognition:<\/strong> This primarily concerns the academic recognition of the diploma (confirmation of the level of education and qualification). Obtaining the right to work in regulated professions is the next stage, which may have additional requirements (e.g., licensing, proof of proficiency in the state language).<\/li>\n<\/ul>\n\n\n\n<p><strong>Key points on recognition of a diploma from the Medical Faculty of PSU named after T.G. Shevchenko in Moldova:<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Official Position of Moldova:<\/strong>\n<ul class=\"wp-block-list\">\n<li>The Republic of Moldova <strong>does not automatically recognize<\/strong> diplomas issued by educational institutions of Transnistria, as it does not recognize the Transnistrian Moldovan Republic (PMR) as an independent state and, consequently, its system of accreditation for educational institutions.<\/li>\n\n\n\n<li>However, this does not mean a complete refusal to recognize qualifications for citizens. There are certain mechanisms and procedures aimed at enabling residents of Transnistria to integrate into the educational and professional space of Moldova.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Recognition Procedure and Possible Options:<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>Apostille and Standard Recognition:<\/strong> PSU diplomas <strong>cannot be apostilled<\/strong> in accordance with the Hague Convention through official channels of Moldova or Ukraine, as the PMR is not a party to it, and Moldova does not directly recognize the legitimacy of Transnistrian documents for international circulation.<\/li>\n\n\n\n<li><strong>Special Mechanisms\/Procedures through Moldova:<\/strong> For holders of diplomas from Transnistria, a special procedure for qualification recognition in Moldova may exist. This may include taking academic difference exams or passing certain certification procedures.<\/li>\n\n\n\n<li><strong>Neutral diplomas:<\/strong> Previously, projects of &#8220;neutral diplomas&#8221; for graduates from Transnistria were discussed and partially implemented, which could be recognized both in Moldova and abroad. However, the status and applicability of such diplomas, especially for medical specialties, need to be clarified separately.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>Is a diploma from the Medical Faculty of PSU recognized?<\/strong>\n<ul class=\"wp-block-list\">\n<li><strong>This is a complex question without a clear &#8220;yes&#8221; or &#8220;no&#8221;<\/strong>. There is <strong>no<\/strong> direct automatic recognition, as is the case with diplomas from countries with which Moldova has clear agreements on mutual recognition of accredited diplomas (e.g., Ukraine or Romania).<\/li>\n\n\n\n<li><strong>The possibility of recognition exists<\/strong>, but it will depend on:\n<ul class=\"wp-block-list\">\n<li>The specific current procedures established by the Ministry of Education of Moldova.<\/li>\n\n\n\n<li>The compliance of the Medical Faculty of PSU&#8217;s curriculum with the standards adopted in Moldova for medical education.
