Let us sort out what each of them means \u2014 and why something completely different applies to Pridnestrovian documents from what we are usually asked for.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A common mistake<\/h2>\n\n\n\n<p>People from the Pridnestrovian region often call the replacement of their documents with Moldovan ones a <em>legalization procedure<\/em>. This is a mistake. Legalization is the confirmation of a document\u2019s authenticity by <strong>authorised bodies of two states<\/strong>: the country where the document was issued and the country where it is to be presented.<\/p>\n\n\n<p>Hence two corollaries that must be accepted before starting any actions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Pridnestrovie as a state does not exist<\/strong> \u2014 it has not been recognized by any state in the world. Therefore, there is no party that could participate in legalization.<\/li>\n<li><strong>Pridnestrovian documents do not give the right to use them outside the region.<\/strong> Outside its borders, these are not documents, but papers without legal force.<\/li>\n<\/ul>\n\n\n<p>What\u2019s the solution? Do not mislead yourself or others: this is <strong>not legalization, but a complete replacement of Pridnestrovian documents with documents of the Republic of Moldova<\/strong>. And only the obtained Moldovan document can then be apostilled or legalized for any country. By the way, Pridnestrovian documents, except for the passport, are returned to you.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Four different concepts that are constantly mixed up<\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table><thead><tr><th>Concept<\/th><th>What it is<\/th><th>Applicable to a PMR document?<\/th><\/tr><\/thead><tbody><tr><td><strong>Apostille<\/strong><\/td><td>A stamp affixed by the competent authority of the state where the document was issued, under the 1961 Hague Convention. It replaces consular legalization between participating countries.<\/td><td>No. There is no one to affix it: the region is not a party to the convention, and Moldova does not apostille foreign documents.<\/td><\/tr>\n<tr><td><strong>Consular legalization<\/strong><\/td><td>A chain of certifications: issuing state authority \u2192 its foreign affairs agency \u2192 consulate of the receiving country.<\/td><td>No. The first link of the chain is missing.<\/td><\/tr><tr><td><strong>Recognition (equivalence), nostrification<\/strong><\/td><td>Evaluation of a foreign educational document and equating it to the local one \u2014 based on program content, not on the seal.<\/td><td>Partly. For diplomas and certificates, there is a separate procedure \u2014 with its own complexities.<\/td><\/tr>\n<tr><td><strong>Document replacement<\/strong><\/td><td>Issuance of a Moldovan document based on the data and records you have.<\/td><td>Yes. Both apostille and consular legalization confirm not the content of the document, but <strong>the authenticity of the signature and seal of the official entered in the official specimens<\/strong>. Such specimens are maintained by the state. The signatures and seals of the bodies of an unrecognized entity are not listed in any state register of specimens \u2014 therefore, there is nothing to confirm, and no competent authority physically can affix the stamp.<\/p>\n\n\n<p>This also implies what is usually not explained in translation bureaus on the left bank: <strong>a translation of a Pridnestrovian document does not make it valid for use abroad<\/strong>. The translated paper remains a paper without legal force, and notarization of such a translation does not turn it into an official document. Meanwhile, money for the translation is taken in good faith \u2014 an overall overview of the region\u2019s documents is discussed on the page <a href=\"https:\/\/bizmoldova.com\/%d0%b4%d0%be%d0%ba%d1%83%d0%bc%d0%b5%d0%bd%d1%82%d1%8b-%d0%b2-%d0%bf%d1%80%d0%b8%d0%b4%d0%bd%d0%b5%d1%81%d1%82%d1%80%d0%be%d0%b2%d1%8c%d0%b5\/\">documents in Pridnestrovie<\/a>.<\/p>\n\n\n<p>Important clarification that resolves half the questions: Moldovan authorities <strong>do not certify<\/strong> Pridnestrovian documents, but <strong>accept them as a basis<\/strong> for issuing their own. That is why the path is always the same \u2014 first obtain a Moldovan document.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is done instead of \u201clegalization\u201d \u2014 by type of document<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Civil status acts<\/h3>\n\n\n<p>Certificates of birth, marriage, divorce, death, change of name. Based on the records and the Pridnestrovian certificates you hold, a <strong>Moldovan certificate<\/strong> of the state standard is issued, with which you can then do anything: apostille, legalization, submission to the consulate, citizenship. The case of <a href=\"https:\/\/bizmoldova.com\/%d1%81%d0%b2%d0%b8%d0%b4%d0%b5%d1%82%d0%b5%d0%bb%d1%8c%d1%81%d1%82%d0%b2%d0%be-%d0%be-%d1%80%d0%be%d0%b6%d0%b4%d0%b5%d0%bd%d0%b8%d0%b8-%d0%b2-%d0%bc%d0%be%d0%bb%d0%b4%d0%be%d0%b2%d0%b5\/\">birth certificates in Moldova and Pridnestrovie<\/a> is separately discussed.<\/p>. If confirmation of marital status is required \u2014 a <a href=\"https:\/\/bizmoldova.com\/%d0%bf%d0%be%d0%bb%d1%83%d1%87%d0%b5%d0%bd%d0%b8%d0%b5-%d0%b4%d0%be%d0%ba%d1%83%d0%bc%d0%b5%d0%bd%d1%82%d0%be%d0%b2\/%d1%81%d0%b5%d1%80%d1%82%d0%b8%d1%84%d0%b8%d0%ba%d0%b0%d1%82-%d0%be-%d0%b3%d1%80%d0%b0%d0%b6%d0%b4%d0%b0%d0%bd%d1%81%d0%ba%d0%be%d0%bc-%d1%81%d0%be%d1%81%d1%82%d0%be%d1%8f%d0%bd%d0%b8%d0%b8\/\">civil status certificate<\/a> is issued.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Certificate of no criminal record<\/h3>\n\n\n<p>A Pridnestrovian certificate means nothing outside the region, and obtaining it for abroad is wasted time and money. You need a <a href=\"https:\/\/bizmoldova.com\/%d1%81%d0%bf%d1%80%d0%b0%d0%b2%d0%ba%d0%b0-%d0%be-%d0%bd%d0%b5%d1%81%d1%83%d0%b4%d0%b8%d0%bc%d0%be%d1%81%d1%82%d0%b8\/\">Moldovan criminal record certificate<\/a>: it is issued based on your data and is accepted wherever required \u2014 with an apostille or consular stamp depending on the country.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Diplomas and certificates<\/h3>\n\n\n<p>The most complicated case, and a simple replacement won&#8217;t work here: education documents undergo <strong>recognition<\/strong>, which hinges on differences in curricula and often requires passing additional exams for the missing disciplines. Pridnestrovian statutory documents, extracts and certificates outside the region do not work, just like personal ones.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Other<\/h3>\n\n\n<p>Driver&#8217;s licenses, employment history documents, medical certificates, real estate documents \u2014 each has its own procedure, and there is no universal answer here. Let&#8217;s say right away what to expect: some documents are replaced quickly and without your presence, some require supporting certificates from archives, and some \u2014 restoration of records. Money is wasted, the document is unusable.<\/li>\n<li><strong>Request an apostille on a Pridnestrovian form.<\/strong> Refusal is guaranteed \u2014 there is nothing to stamp.<\/li>\n<\/ul><li><strong>Obtaining a criminal record certificate from the PMR for a consulate or employer abroad.<\/strong> It simply will not be accepted.<\/li>\n<li><strong>Expecting the diploma to be recognized automatically.<\/strong> Recognition is a separate procedure, and for a number of specialties it is complicated.<\/li>\n<li><strong>Preparing documents &#8216;piecemeal&#8217; at the last moment.<\/strong> Document replacement and legalization are sequential stages: until the Moldovan document exists, the second stage does not exist. It is at this point that deadlines for visa, work or citizenship applications are most often missed.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What to send to get an accurate response<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Photographs of all documents that need to be \u201clegalized\u201d \u2014 all pages and reverse sides.<\/li>\n<li>For which country and for what purpose they are required (visa, work, study, citizenship, court, marriage).<\/li>\n<li>The receiving party\u2019s requirement, if you have it \u2014 the wording often determines the whole procedure.<\/li>\n<li>Whether you have a Moldovan passport or identity card.<\/li>\n<li>Deadlines by which the documents must be ready.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently Asked Questions<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Is it possible to legalize a Pridnestrovian document without changing it?<\/h3>\n\n\n<p>No. Neither an apostille nor consular legalization is applicable to it: there is no one and no specimen to verify the authenticity of the signature and seal of an unrecognized formation\u2019s authority. The only working way is to obtain a Moldovan document and then have it certified for the required country.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Will my Pridnestrovian documents be returned?<\/h3>\n\n\n\n<p>Yes, everything except the PMR passport \u2014 it is confiscated. The remaining certificates and references submitted as grounds are returned. Before submitting, be sure to save scans of all documents.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Will a notarized translation of a Pridnestrovian document help?<\/h3>\n\n\n<p>No. Translation and its certification do not add legal force to a document: the certification attests to the conformity of the translation with the text, not the status of the document itself. The document will still not be accepted abroad.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Do I need to come in person?<\/h3>\n\n\n\n<p>In most cases, no: we work under a power of attorney. Personal presence is required only where the law directly provides for it \u2013 for example, in the case of examinations during the diploma recognition procedure. Everything else is done remotely, and the completed documents are sent by courier.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How long does it take to replace documents?<\/h3>\n\n\n<p>It depends on the type of document and whether you have all the grounds on hand. Civil-status certificates with a full set are processed quickly, apostille adds a little to the timeframe. The longest cases are those where archival enquiries or diploma recognition are needed. We give the exact timeframe after reviewing the documents, not &#8220;on average&#8221;.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">And what if a Pridnestrovian document is lost?<\/h3>\n\n\n\n<p>This is solvable: in most cases the record is preserved, and the Moldovan document is issued based on archival data.
